◆Japan’s Assistance to Palau

Japan’s grant assistance to Palau amounted to $202 million as of March 2012, while $57 million worth of technical assistance was provided. Japan contributed to the construction of major infrastructures, such as the terminal building of Palau International Airport, Japan-Palau Friendship Bridge, Palau International Coral Reef Center, arterial roads in Koror and interisland access roads. Many ports across the country, from Kayangel in the north to Peleliu in the south, were also constructed with Japan’s grant aid.

Japan has also provided continuous assistance to the development of power supply capacity: solar panels were installed at Palau International Airport in 2011 and 4× 500KW generators were provided in response to the major power crisis due to a fire in one of Palau’s power plants. In order to further develop and stabilize power supply, a project to install 2× 5MW generators at Aimeliik Power Plant is currently underway.

Other recent grants include in-kind assistance to the victims of typhoon Bopha in 2012 and disposal of underwater Explosive Remnants of War (ERW).

There have been 163 Japan Overseas Cooperation Volunteers and 55 Senior Volunteers dispatched to Palau by March 2012. Volunteers have long helped to develop local capacity in diverse fields such as education, health, infrastructure management, computer technology and protection of marine eco-system (about the JICA Volunteer program).

Currently, Japan’s assistance to Palau is focused on “Environment and Climate Change” and “Overcoming Vulnerability”. To environment and climate change issues, a number of technical assistance and academic exchange programs in environmental education and coral reef preservation have been implemented in partnership with Palau International Coral Reef Center. Japan has also provided continuous support to the Recycling Center run by Koror State Government.

To overcome various vulnerabilities as a small island country, Japan assists Palau in reinforcin            g economic bases, improvement of health care services and educational development. Japan supports infrastructure development, including power supply and private sector development with a focus on tourism as part of economic development program. As non-communicable diseases and students' levels of understanding in mathematics have been a challenge for Palau, continued assistance through volunteer placements and Grant Assistance for Grassroots Human Security Projects (GGP) have been contributing to improve Palau’s health and education.
