◆Ambassador Sadaoka Hands Over Parts for Mitsubishi 13, PPUC

On October 7, 2010, Ambassador Sadaoka handed over spare parts for Mitsubishi 13 power generator to H.E. Johnson Toribiong and the Board of Directors of Palau Public Utilities Corporation (PPUC). The spare parts are funded by Japan’s Official Development Assistance (ODA) under the Follow-Up Scheme Project called “Supply and Delivery of Spare and Replacement parts and Maintenance Assistance for Mitsubishi Diesel Generators”. Also present at the signing ceremony were Hon. Jackson Ngiraingas – Minister of Public Infrastructure, Industry, and Commerce, Mrs. Rukebai Inabo – Chairperson of PPUC BOD, Mr. Brian Melairei – PPUC BOD member, Mr. Kenneth Uyehara – GM/CEO of PPUC, Mr. Taiji Usui – Resident Representative of JICA Palau Office, and Mr. Isaac Soaladaob – Chief of Staff of the President.
In 1998, Japan provided two Mitsubishi generators as part of JICA Grant Aid project called “The Project for Upgrade of the Electrical Power System in the Republic of Palau”. These two generators supply more than half of the demand for electricity. As both generators are now due for major overhaul and parts replacement, PPUC applied for and was granted JICA’s Follow-Up Grant Scheme.
In this connection, the Government of Japan dispatched Mr. Hideo Oya, a JICA Expert with over 35 years experience in the field of Mechanical Engineering to provide supervisory assistance for major overhauls, assist PPUC plan for, and execute regular maintenance of generators. Mr. Oya is a retired Mechanical Engineer from Mitsubishi Heavy Industry of Japan, the manufacturer of the generating sets at the Malakal Power Plant. Based on his vast experience and knowledge, he is also tasked with transferring technical understanding and skills to the personnel of PPUC Power Plants to ensure proper maintenance of generating sets thus ensuring reliable power supply.

The handing over of spare parts will enable PPUC to perform major overhaul on Mitsubishi 13 generator and bring it online within a month. According to Mr. Oya, once these parts are installed and with on time preventive maintenance schedules, continuous engine reliability and extended economic life of the engine is guaranteed. Just in time for the holiday season, the customers of PPUC can look forward to uninterrupted power supply.
The Government of Japan places reliable electric supply as the highest priority among all of the requests for assistance submitted by the Government of Palau. According to Ambassador Sadaoka, “The Government of Japan fully supports Palau’s endeavor to transition to a private sector driven economy. It is our great pleasure to assist Palau and PPUC to provide efficient electricity supply to the people of Palau. Steady electricity supply is indispensable for Palau to further promote tourism, seek new investments and to develop new industries. Through the assistances of technical skills, spare parts, and others, I sincerely hope that PPUC will greatly enhance its capacity to maintain its operation thus providing efficient and economical power supply to the people of Palau. ”
