What is GGP?

The Grant Assistance for Grassroots Human Security Projects (GGP) is a small-scale assistance program provided by the Government of Japan, established to support NGOs and local government authorities in developing countries. GGP addresses a wide range of development needs with the goal of directly benefiting local communities and promoting economic and social development through prompt and effective assistance.

Since 1999, the Embassy of Japan in the Republic of Palau has been actively supporting diverse initiatives through GGP. As of March 2025, 105 projects have been funded and implemented in Palau through this program, focusing primarily on education, health and public welfare. GGP funding has supported schools, hospitals, state governments, and other non-profit organizations dedicated to these fields.

Eligible Recipients

The GGP program is available to non-profit organizations involved in grassroots-level development projects, designed to address the specific needs of the local population with active participation from community members. Eligible recipients must be a registered non-profit in Palau and have been operational for more than two years.

Potential recipients include:
  • International or local NGOs
  • State governments
  • Hospitals
  • Schools
  • Other non-profit organizations

Project Areas

Few examples of eligible projects are:
  • Refurbishment and supply of equipment for primary schools
  • Refurbishment and supply of medical equipment for hospitals
  • Supporting waste management
  • Improving local infrastructure

How to Apply

If your organization is eligible, please submit the completed  Application Form to the Embassy of Japan in the Republic of Palau. Along with the application, the following supporting documents must be included:
 
  • A detailed budget for the project
  • A map showing the project site
  • A feasibility study for the project
  • Cost estimates for goods and services to be purchased with the grant, provided by three different suppliers (where possible)
  • A brochure and a copy of the regulations of the organization
  • Financial report for the past two fiscal years
