Japan Hands Over a New School Building to PEC Gospel Kindergarten
On June 23, 2022, His Excellency KARASAWA Akira, Ambassador of Japan handed over a new school building to PEC Gospel Kindergarten. The handover ceremony for “The Project for Reconstructing PEC Gospel Kindergarten Facility” was held at PEC Gospel Kindergarten and attended by Palau Evangelical Church officials, PEC School managements, students and many guests.
PEC Gospel Kindergarten known as Emmaus Gospel Kindergarten was the first pre-school, “Iotsieng/Yotsieng”, and has been playing a very important role in the community for more than 50 years. The school has been supported by many parents since the school provides the high-quality early-child education for decades. However, the old school building structure was significantly deteriorated and was not safe to accommodate students. Additionally, the school needed a new building to accommodate the growing number of children on the waiting list, as the demand for childcare for preschoolers is increasing due to the family structure changed in Palau.
Considering this situation, the Embassy of Japan decided to provide funds for reconstruction of the new “iotsieng” building through the Japan’s Grant Assistance for Grassroots Human Security Projects (GGP). The project’s cost was $376,276.00.
At the ceremony, Pastor Kuartei expressed his deep appreciation to the Government of Japan for its assistance. Ambassador Karasawa expressed his hope that this project would be a new showcase of Japan’s assistance to Palau in education field to meet needs of the safe and appropriate learning environment for children, students and their parents.
The Government of Japan launched GGP in 1999, for the purpose of responding to various development needs engaged in grassroots activities in Palau. As of June 23, 2022, the Embassy has signed 93 grant contracts with schools and hospitals as well as state governments and non-profit organizations to contribute to sustainable development of Palau. On Wednesday, March 24, 2021, Ambassador KARASAWA Akira of the Embassy of Japan, and School Director Prima Kual of PEC Gospel Kindergarten signed a grant contract for “The Project for Reconstructing PEC Gospel Kindergarten Facility”, valued at $376,270 under Japan’s Grant Assistance for Grassroots Human Security Projects (GGP). The signing ceremony was held at the Embassy of Japan and was witnessed by the School and Palau Evangelical Church officials.
The PEC Gospel Kindergarten known as Emmaus Gospel Kindergarten was the first pre-school, “Iotsieng/Yotsieng”, built in Palau and has been playing a very important role for the early child education in the community for more than 50 years. Now, the old building at Gospel Kindergarten has significantly deteriorated, because many students have been actively using its facilities since it opened the door. The teachers and parents, hence, have been worried about its safety level and concerned if it can deal with a large number of students.
After considering the situation, the Embassy of Japan recognized that the school definitely needs an assistant and has decided to reconstruct the new Iotsieng building in order to fix the problems by meeting the needs of safe learning environment for the students and the demand for increased number of students through the Japan’s GGP assistance.
At the ceremony, School Director Kual and Pastor Kuartei both expressed their deep appreciation for this grant aid that helps their students. Ambassador Karasawa conveyed his hope that students would be in the safe and healthy environment to learn and grow through this grant aid, and showed his expectation that the school would hopefully accommodate more students for their education and their quality of life.

As of March 25, 2021, the Embassy has signed 87 grant contracts with schools and hospitals as well as state governments and non-profit organizations.
