Japan Hands Over Equipment to Ngchesar State
On May 14, 2019, Chargé d'affaires Takeshi Ogino from the Embassy of Japan formally handed over a dump truck and a motor grader valued $88,950 in total to Ngchesar State Government. The handover ceremony for “The Project for Procurement of Equipment for Improving Rainwater Drainage System in Ngchesar State” was held at the state office in Karmaliang, Ngchesar, and attended by Governor Florencio Adelbai, Ngirakebou Andres Madraisau, Techetbos Meluat Telei, Rechetuker Sudo Moses, State Legislator Feliciano Watanabe and other related personnel.
Currently, people in Ngchesar have often been forced to travel slowly and carefully, especially during and after the heavy rain due to the bad condition of roads. Furthermore, if the drainage systems are not installed and maintained properly, the paved roads are likely to have cracks and damages, which will threaten the safety of residents. Moreover, sediment and erosion might affect taro patches, mangroves and marine eco-system including corals. To solve these problems, the Embassy of Japan decided to grant a dump truck and a motor grader. Now that new equipment arrived, Ngchesar State will be able to make proper ditches and water exits as well as to maintain them regularly.
At the ceremony, Chargé d'affaires Ogino expressed his hope that in this special year of celebrating the 25th anniversary of the establishment of diplomatic relations between Japan and Palau, the implementation of this project would lead to the further development of Ngchesar State and its people, as well as strengthening the ties between the two countries. Governor Adelbai conveyed his appreciation to the Embassy for the grant and stated that the state would utilize and maintain the two vehicles properly.
The Government of Japan launched GGP in 1999, for the purpose of responding to various development needs engaged in grassroots activities in Palau. As of May 14, 2019, the Embassy has signed 77 grant contracts with schools and hospitals as well as state governments and non-profit organizations. Education, health care and environment are the primary fields prioritized by Japan for GGP in order to contribute to sustainable development of Palau. Signing Ceremony for Japan’s GGP Grant to Ngchesar State Government
On Thursday, December 6, 2018, Ambassador of Japan Toshiyuki Yamada and Governor of Ngchesar State Florencio Adelbai signed the grant contract for “The Project for Procurement of Equipment for Improving Rainwater Drainage System in Ngchesar State,” valued $88,950, under the Japan’s Grant Assistance for Grassroots Human Security Projects (GGP). The signing ceremony was held at the Embassy of Japan and witnessed by Chief of Staff Secilil Eldebechel and Ngchesar State Government personnel.
As rainwater overflows from temporary ditches and catchment of unpaved roads, people in Ngchesar are often forced to travel slowly and carefully, especially after heavy rain. Even after the roads are paved to improve access for people, it can be easily cracked and damaged by rainwater runoff unless proper drainage systems are installed and maintained. Moreover, sediment and erosion will eventually cause negative impact to taro patches and mangroves as well as to ocean eco-system including corals.
In light of this, the Embassy of Japan decided to grant a dump truck and motor grader to improve rainwater drainage system in Ngchesar State. Procurement of new equipment will contribute to the state government’s project to make proper ditches and water exits as well as to maintain them regularly.
In his remarks at the ceremony, Ambassador Yamada expressed his hope that the implementation of this project would lead to further development of Ngchesar State and its residents.
