Japan Mine Action Service Signs Grant Contract for New Project in Palau
2026/2/12

On February 12, 2026, Ambassador KASAHARA Kenichi of the Embassy of Japan and Mr. TAMURA Hiroyoshi, Chief Representative of Japan Mine Action Service (JMAS) Palau Office, signed a Grant Contract worth up to approximately US$ 623,000 for the project titled “Support for the Republic of Palau in the development of public infrastructure and the establishment of a marine safety enhancement framework through Explosive Remnants of War (ERW) processing”. This marks a continuation of Japan’s commitment to assisting Palau in ensuring public safety and protecting its valuable marine environment.
Building on over a decade of successful collaboration since 2012, including the removal of underwater depth charges from the Helmet Wreck, disposal of leaking oil from the sunken Amatsu Maru, and extensive ERW clearance operations, this new contract represents the fifteenth year of Japan’s dedicated support to safeguarding Palau’s communities and coastal resources from ERW hazards. This project is expected to be implemented over a period of three years, concluding in February 2029.
While continuing its existing operations in Palau, JMAS engaged in ongoing discussions with Palauan government stakeholders based on their requests and needs. Through these consultations, the parties developed a new plan, which led to this new grant contract, reflecting a shared commitment to addressing future challenges and enhancing cooperation.
Under the newly signed contract, JMAS aims to provide technical support for the education and training system related to the establishment of the ERW processing system in Palau, with the goal of creating a more comprehensive and sustainable training framework. It also seeks to continue enhancing ERW management capabilities through the transfer of technical expertise and collaborative engagement with local authorities.
“The new agreement embodies our shared vision to build a resilient and sustainable system that protects Palau’s people and marine environment,” said Ambassador Kasahara. “By combining establishment of a more sustainable training framework with advancement of ERW processing technique transfer, we are confident that this partnership will further improve the long-term safety and well-being of Palau’s communities,” Ambassador Kasahara commented.
