Japan Hands Over High-Performance Equipment to Strengthen Palau’s Disaster Response Capacity

On February 10, 2026, a handover ceremony was held at the Bureau of Public Safety’s Division of Fire & Rescue Compound to mark the delivery of emergency response equipment provided through the Government of Japan’s Grant Aid under the Economic and Social Development Programme. The ceremony commemorated the handover of 30 tactical flashlights and 5 professional-grade binoculars, valued at approximately 6 million Japanese yen.
The event was attended by H.E. Surangel S. Whipps Jr., President of the Republic of Palau; H.E. KASAHARA Kenichi, Ambassador of Japan to Palau; Hon. Jennifer Olegeriil, Minister of Justice; Mr. Curtis Elobt, Director of the Bureau of Public Safety; Mr. Favian Ngiramengior, Chief of the Division of Patrol; Mr. Jefferson Eriich, Chief of the Division of Fire & Rescue; Detective Lt. Harvey Takeshi, Acting Chief of the Criminal Investigation Division; Detective Lt. Rickley Antonio, Officer-in-Charge of the Transnational Crime Division; along with police officers and other distinguished guests.
This equipment represents the final batch of items procured under the 2020 grant aid package, which totals 100 million Japanese yen (approximately USD 0.9 million) and was signed in June 2020. The programme aims to strengthen Palau’s institutional capacity and operational readiness, particularly in disaster preparedness, emergency response, and public safety.
Japan has long been recognized as a global leader in disaster preparedness and response, drawing on decades of experience in recovering from natural disasters. In the past, Japan has actively contributed to recovery efforts following large-scale typhoon damages by providing assistance, including the reconstruction and repair of schools in Kayangel and Ngarchelong. Furthermore, in collaboration with UNDP, Japan has supported the installation of nationwide AM broadcasting system and ICT equipment designed to enhance early warning systems and emergency communication.
This programme is another example of Japan’s commitment to supporting Palau through the provision of a range of essential tools and equipment that enhance the nation’s capacity to respond effectively to natural disasters and emergencies. Items provided include tactical flashlights, professional-grade binoculars, caution tape, handheld metal detectors, floating docks, six diesel generators, deep-cycle batteries, outboard engines, and six police motorcycles.
“Together, these resources help improve search and rescue capabilities, communication, and overall operations during times of crisis as well as in everyday activities. We trust that this equipment will serve as a vital asset in safeguarding lives and supporting sustainable development in Palau for years to come,” Ambassador Kasahara stated.
