Japan Provides Energy Support Grant through Economic and Social Development Programme (ESDP)

On February 9, 2026, the Embassy of Japan held a signing ceremony for the Exchange of Notes regarding Japan’s Economic and Social Development Programme (ESDP). This grant, amounting to up to 300 million Japanese yen (approximately 2 million USD), represents another important step in strengthening bilateral cooperation to ensure Palau’s stable and sustainable power supply.
Japan has been actively supporting Palau’s energy infrastructure through various initiatives. Notably, the Project for the Development of Power Transmission Network, which was fully completed in January of this year, provided critical infrastructure enhancements. In addition, ongoing technical cooperation project continues to strengthen Palau’s capacity for stable electricity supply.
Ambassador Kasahara stated, “We are honored to continue our partnership with Palau through this project. Japan’s support for the Project for the Development of Power Transmission Network, completed earlier this year, alongside ongoing technical cooperation, reflects our strong commitment to Palau’s energy security. Together with other development partners, we will strive to ensure that Palau’s power supply remains stable and sustainable, thereby supporting the country’s broader economic and social goals.”
This grant assistance aims to ensure a reliable energy source that will facilitate the smooth operation and sustainability of Palau’s power sector. Japan remains committed to collaborating with other donors and partners, contributing to the nation’s economic and social development.
The ceremony took place at the Embassy of Japan in Ngerekebesang, where the Exchange of Notes was formally signed and exchanged between Honorable Gustav N. Aitaro, Minister of State, and His Excellency KASAHARA Kenichi, Ambassador of Japan to Palau. This event was attended by key stakeholders including Mr. Kaleb Udui Jr., Director of Bureau of Budget & Planning; Ms. Eden R. Uchel, Director of Palau Water and Energy Administration (PEWA); Mr. Frank Kyota, Chief Executive Officer of PPUC; and others.
