From February 10 to 13, 2025, H.E. Surangel S. WHIPPS Jr., President of the Republic of Palau, visited Japan soon after his inauguration for his second term in January 2025, totaling the 6th time since January 2021.

On February 12, commencing at 2:10 pm for approximately 60 minutes, Mr. ISHIBA Shigeru, Prime Minister, held a Summit Meeting with President Whipps.

Meeting Japan-Palau Parliamentary Friendship League
On February 12, President Whipps met with Ms. TSUCHIYA Shinako, member of the House of the Representatives and Chairperson of the Japan-Palau Parliamentary Friendship League, together with other League members.
Meeting with Former Prime Minister Kishida
On February 12, President Whipps met with Mr. KISHIDA Fumio, Former Prime Minister, to discuss bilateral relations.
Meeting with Minister of Land, Infrastructure, Transport and Tourism
On February 12, President Whipps met with Mr. NAKANO Hiromasa, Minister of Land, Infrastructure, Transport and Tourism, to discuss tangible cooperation based on the memorandum of cooperation in the field of transportation and tourism signed in 2022.
Japan-Palau Foreign Ministers’ Meeting
On February 14, commencing at 9:45 a.m. for approximately 20 minutes, Mr. IWAYA Takeshi, Minister for Foreign Affairs, held a meeting with Mr. Gustav Aitaro, Minister of State.

Meeting with Parliamentary Vice-Minister for Agriculture, Forestry, and Fisheries
On February 14, according to the Government of Palau, Ms. YAMAMOTO Sachiko, Parliamentary Vice-Minister for Agriculture, Forestry and Fisheries, held a meeting with Mr. Steven Victor, Minister of Agriculture, Fisheries, and the Environment, to exchange views on the necessity to make more tangible achievements under the MOU for Japan-Palau Agricultural Cooperation signed in 2021.Lunch Meeting with Dr. Yoshino
On February 11, President Whipps had a lunch meeting with Dr. YOSHINO Naoyuki, advisor to the Palau Ministry of Finance (and member of the Compact-Mandated Palau Economic Advisory Group, and Professor Emeritus of Economics, Keio University). Built on all the efforts made in the past few years, both reconfirmed their commitment to introducing savings bonds system to Palau.
Meeting with OISCA
On February 12, President Whipps held a meeting with the Organization for Industrial, Spiritual and Cultural Advancement (OISCA) to discuss prospects in agricultural and fisheries cooperation.
Meeting with JICS
On February 12, President Whipps met with Mr. TAKEUCHI Kazuki, President of the Japan International Cooperation System (JICS), to discuss the progress on Japan’s ongoing grant projects carried out by JICS.
Meeting with OFCF
On February 13, President Whipps discussed with Mr. SHIRASU Toshiaki, President of the Overseas Fishery Cooperation Foundation (OFCF), to exchange views on fisheries cooperation in Palau.
