From July 15 to 21, 2024, H.E. Surangel S. WHIPPS Jr., President of the Republic of Palau, visited Japan to attend the 10th Pacific Islands Leaders Meeting (PALM10), marking his 5th visit since taking office in January 2021.
Japan - Palau Summit Meeting
On July 17, commencing at 9:45am for approximately 20 minutes, Mr. KISHIDA Fumio, Prime Minister of Japan, held a Japan-Palau Summit Meeting with President Whipps.

Meeting between Minister Aitaro and Parliamentary Vice-Minister for Foreign Affairs Komura
On July 18, commencing at 3:00pm for approximately 30 minutes, Mr. KOMURA Masahiro, Parliamentary Vice-Minister for Foreign Affairs, held a meeting with Minister Aitaro.

Meeting between Minister of Agriculture, Fisheries, and the Environment Victor and Minister of the Environment Ito
On July 19, Mr. ITO Shintaro, Minister of the Environment met with Minister of Agriculture, Fisheries, and Environment Victor to exchange views on strengthening bilateral partnerships, including climate change measures in Palau and cooperation among coral reef researchers.

PALM10-related Events
On July 16, the 3rd Meeting of the Pacific Islands Leaders Meeting & Governors was held, which was attended by President Whipps and his delegation. At the meeting, the International Center for Environmental Technology Transfer (ICETT) based in Mie Prefecture introduced its segregation activities in Palau.

On July 17, MOFA and JICA co-hosted an event entitled “Kizuna between the Pacific and Japan through People-to-People Exchange,” with the presence of President Whipps and the Palau delegation.

On July 17, MOFA and JICA co-hosted an event entitled “Kizuna between the Pacific and Japan through People-to-People Exchange,” with the presence of President Whipps and the Palau delegation.

On July 17, the 4th Japan-Pacific Island Countries Economic Forum, co-hosted by METI, MOFA, and JETRO, was held, with President Whips and the Palau delegation in attendance, and 66 Japanese companies and institutions also attended the forum. President Whipps exchanged views with Japanese business representatives about future business opportunities in Palau.


On July 17, Their Majesties the Emperor and Empress met at the Palace with the heads of state and their spouses attending the PALM 10, with President Whipps and First Lady in attendance. They were joined by His Imperial Highness Crown Prince Akishino and Her Imperial Highness Princess Kako.

On July 17, commencing at 7:30 p.m. for approximately 90 minutes, Mr. KISHIDA Fumio, Prime Minister of Japan, and his spouse, Mrs. KISHIDA Yuko, hosted a banquet at the State Guest House, Akasaka Palace for the Pacific Islands Region leaders, their Spouses, and other guests who were visiting Japan to attend the PALM10.

On July 18, the PALM10 was held under the co-chairmanship of Mr. KISHIDA Fumio, Prime Minister of Japan, and Hon. Mr. Mark Brown, Prime Minister of the Cook Islands, with the participation of leaders and representatives from 19 countries and regions, including President Whipps and the Palau delegation.


Meetings
On July 17, President Whipps received a courtesy call from Dr. TANAKA Akihiko, President of JICA, and both concurred on further strengthening cooperation in Palau.

On July 18, President Whipps received a courtesy call from Mr. YAMASHITA Toshihiko, Chairman of Sapporo Medical University, and Mr. MURATA Noritoshi, a member of the Hokkaido Prefectural Assembly, to exchange views on the future cooperations of accepting doctors and nurses from Palau for training at the university in Hokkaido.

On July 18, President Whipps attended the signing ceremony with Mr. SETOKUMA Osamu, Chairman of Chiba Institute of Technology, at its campus in Tsudanuma, Chiba. This initiative will provide Palauan youths opportunities to learn Japanese language and engineering technology in Japan.
