◆ Japan Hands Over New Daycare Center to PCAA
On Friday, September 4, 2015, Japanese Ambassador Kazuhiro Tajiri handed over to Mr. Fabian Iyar, Executive Director of Palau Community Action Agency (PCAA), the newly-constructed child care center in a ceremony held in Ngesekes, Koror. Dubbed “The Project for Construction of Belau Child Care Center”, the project was funded in the amount of US$101,647 through the Japan’s Grant Assistance for Human Security Projects (GGP).
The ceremony was witnessed by Senate President Camsek Chin, Minister of Education Sinton Soalablai, Presidential Chief of Staff Secilil Eldebechel, PCC President Dr. Patrick Tellei, PCAA Board of Directors and related personnels.
The project included the construction of a new day care center on the land next to PCAA Office in Ngerbeched and the outfitting of the center to meet the demands for quality and affordable child care services for families with children that need care. Construction began after the contract-signing in March 2014 and was completed in August 2015.
The project augments PCAA’s first child care center located on the campus of Palau Community College (PCC) as it will enable PCAA to serve an additional 50 children. It is expected that the project will lead to promote and enhance the economic independence, self-sufficiency and social well-being of children, families and community as a whole.
In his remarks, Ambassador Tajiri noted that a good day care center complements good home parenting and expressed his wish that PCAA would endeavor to provide the children the best care while away from their parents or guardians.


◆Japan’s GGP Grant to Construct Child Care Centre Signed
On Monday, March 17th, 2014, Chargé d’Affaires of Embassy of Japan Takao Anzawa and Acting Executive Director of Palau Communication Action Agency (PCAA) Irung Ikeda signed the contract of the grant to construct a child care centre with Japan’s Grant Assistance for Grassroots and Human Security Projects (GGP). The signing ceremony was held at the Embassy of Japan in Ngerekebesang and was witnessed by PCAA Board members.
“The Project for Construction of Belau Child Care”, valued at $ 101,647, will construct a new child care facility and provide some equipment. It aims to expand available child care services, through the construction and outfitting of a new child care facility to meet the demand for quality and affordable child care services for families with children that need care.
The current child care centre located on the campus of Palau Community College (PCC) began as a joint project between PCAA and PCC in order to provide a way for parents to have child care while attending classes at PCC. Nevertheless, due to lack of affordable child care on island, PCAA child care centre always has a waiting list of parents.
Accordingly, by implementation of this project, the facility will enable the PCAA to serve an additional 50 children. The new centre will be located in the land next to the PCAA office. Furthermore, it is expected that the project will lead to promote and enhance the economic independence, self-sufficiency and social well-being of children, families and community as a whole.
The Government of Japan launched GGP in 1999, for the purpose of responding to various development needs engaged in grassroots activities in Palau. As of March 17, 2014, the Embassy has signed 51 grant contracts with schools and hospitals as well as state governments and non-profit organizations. Education, health care and environment are the primary fields prioritized by Japan and its GGP.
